男 ，汉族 ，1942年生 ，湖南邵阳人。第二批国家级非物质文化遗产项目木偶戏（邵阳布袋 戏）代表性传承人。刘永章20世纪60年代跟随叔父刘恒贵挑担下乡演出 ，80年代单独在江西 、湖南、广西、广东集镇、 乡村演出。作为邵阳布袋戏的第十八代传人 ，他能够熟练掌握布 袋戏的技艺特征 ，2004年在湖南省民族民间文化艺术博览会上获优胜奖。代表作品有：《青 龙山》《关公战长沙》等 ，现专门从事布袋戏的传承、研究、演出工作。
