男 ，汉族 ，1946年生 ，湖南邵阳人。第二批国家级非物质文化遗产项目木偶戏（邵阳布袋 戏）代表性传承人。刘永安自幼耳濡目染布袋戏 ，20世纪60年代跟随叔父刘恒毅 ，挑担下乡 演出 ，70年代末至80年代 ，单独在广西、贵州、江西、湖南境内乡村、集镇演出。作为邵阳 布袋戏的第十八代传人 ，他能够熟练掌握布袋戏的技艺特征 ，代表作品有《大闹高家庄》《 黄峰岭》等 ，现专门从事布袋戏的传承、研究、演出工作。
