男 ，汉族 ，1933年生 ，河北昌黎人。第二批国家级非物质文化遗产项目皮影戏（唐山皮影 戏）代表性传承人 ，中国木偶皮影艺术学会名誉会长 ，一级演员。 齐永衡出身于皮影世家， 师从赵善元、 田庆广等学艺 ，13岁登台演出 ，积累了深厚的表演功底 ，曾任唐山市皮影剧团 团长。他曾在全国木偶皮影汇演中获演出一等奖、特别荣誉奖等 ，参加第七届世界戏剧节、 第八节国际木偶节、 1998国际卡通节等国际艺术表演活动 ，多次出国访问 ，为中国皮影戏的 弘扬做出了积极的贡献 ，被誉为 “飞线大王” “箭杆王” “活影人齐”。
