女 ，苗族 ，1961年生 ，贵州思南人。第二批国家级非物质文化遗产项目花灯戏（思南花灯 戏）代表性传承人。秦治凤1970年至1984年 ，随外祖母罗树芝、 母亲李胜芳学习思南土家花 灯表演和土家山歌 ，1984年入思南县民族文工团 ，师从原思南县文化馆资深曲艺工作者刘朝 生、原思南县民族文工团刘友学习戏曲表演、花灯歌舞和声乐等。 长期从事文艺表演、群众 文化宣传工作 ，2005年起参与思南县花灯培训班辅导、培训工作。她能歌善舞 ，尤擅花灯戏 剧表演 ，具有深厚的表演功底 ，熟悉花灯原生态唱法 ，掌握花灯歌舞基本功训练技巧和戏剧 编排技能。代表作品有《红包藏情》等。
