男 ，汉族 ，1950年生 ，河北青县人。第二批国家级非物质文化遗产项目哈哈腔代表性传承人 。刘宗发1961年至1964年师从著名哈哈腔老艺人杨万荣学戏 ，1965年至1967年在呼和浩特 市中学学习 ，并跟从父亲刘相义学唱哈哈腔 ，1968年至1982年师从杨万荣的女儿杨桂兰学 戏 ，其间 ，曾拜李俊跃、杨常坤、 曹希福等哈哈腔老艺人为师 ，并担任哈哈腔主唱演员。 1983年至今创办青县复兴哈哈腔剧团 ，任该团团长。作为青县中路哈哈腔的第七代传人 ，他 在哈哈腔表演及演唱技巧方面形成了自己独特的艺术风格 ，其声音响而不噪 ，穿透力极强， 处理细腻 ，表现力丰富。代表作品有：《李香莲卖画》《杨二舍化缘》等。
