男 ，汉族 ，1941年生 ，河南沁阳人。第二批国家级非物质文化遗产项目怀梆代表性传承人， 国家二级演奏员。 郭全仁16岁参加沁阳县怀梆剧团 ，承袭刘春祥、 郭玉喜和杨立义、 张六奎 两代怀梆音乐艺人的演奏技艺 ，全面掌握怀梆唱腔规律和演唱特点。 自1968年开始培养怀梆 音乐传人 ，并对怀梆音乐进行整理、探索与深入研究 ，取得多项成果 ，被人称为怀梆艺术的 “活字典”。
