男 ，汉族 ，1920年生 ，安徽怀远人。第二批国家级非物质文化遗产项目花鼓灯（蚌埠花鼓 灯）代表性传承人。郑九如14岁跟随父亲郑广发学习花鼓灯 ，演女角 “兰花” ，艺名 “小白 鞋”。他能歌善舞 ，兼长花鼓灯锣鼓演奏和后场小戏。他善于表演性格刚强高傲的农村姑娘 形象。 动作舒展洒脱 ，敏捷利落 ，以多变的扇花和各种样式的 “风摆柳”博得观众喜爱。他 唱的灯歌调式丰富 ，曲调婉转悠扬 ，亲切感人 ，歌词用韵严谨。 1958年郑九如进怀远县文工 团任舞蹈教师 ，将自己的特点动作编成兰花舞作为教学组合 ，后被普遍采用。他曾受邀至省 内外多个专业歌舞团体传授花鼓灯舞蹈。
