男 ，汉族 ，1914年生 ，安徽蚌埠人。第二批国家级非物质文化遗产项目花鼓灯（蚌埠花鼓 灯）代表性传承人。 冯国佩自幼在二叔、 三叔的教授下学习花鼓灯 ，演女角 “兰花” ，16岁 即负盛名 ，艺名 “小金莲”。他表演的 “兰花”俊俏妩媚 ，端庄秀丽 ，活泼典雅 ，脉脉情 深；舞蹈动作舒展 ，潇洒大方 ，灵活流畅。 冯国佩独创的 “斜塔” “野鸡溜” “大拐弯” “ 雁落沙滩”等一系列舞蹈动作 ，更是具有热烈奔放、表现力强的特点。他还主张改变旧时花 鼓灯男扮女装的表演习惯 ，推行由女演员来演 “兰花”。 冯国佩以精湛独特、 自成流派的表 演艺术和精于借鉴、 巧于融合的艺术才华 ，编导创作了一系列优秀的舞蹈作品 ，把花鼓灯表 演艺术提高到一个新阶段。代表作品有 ：花鼓灯歌舞剧《摸花轿》《玩灯人的婚礼》 ，花鼓 灯舞蹈《大花场》《小花场》《新游春》《扑蝴蝶》等。
