男 ，汉族 ，1949年生 ，浙江湖州人。第二批国家级非物质文化遗产项目龙舞（长兴百叶龙） 代表性传承人。他师承长兴百叶龙的第六代传人王长根 ，于1967年开始学习扎龙、舞龙， 1980年后开始舞龙头 ，并负责天平桥村百叶龙表演的一应事务。谈小明在原有动作基础上发 展出游龙、滚龙、龙盘柱、腾龙、 卧龙、 睡龙、龙出水、龙吐须等动作。谈小明55岁时把舞 龙头的重担交给儿子谈勇。 20世纪末 ，谈小明在本村亲自培养的 “百叶龙”队员达二十多人 。 2004年 ，长兴县成立了12个百叶龙艺术培训基地 ，谈小明被聘为 “百叶龙”艺术培训基地 艺术总顾问 ，将舞龙技艺与道具制作技巧毫无保留地传授下来。
