男 ，藏族 ，1962年生 ，西藏拉萨人。第一批国家级非物质文化遗产项目藏医药（拉萨北派藏 医水银洗炼法）代表性传承人。索朗其美是著名藏医药学家措如·才朗的亲传弟子 ，系第一代 藏医药硕士研究生 ，现任西藏藏医学院副教授、硕士研究生导师、 西藏藏医学院藏医药研究 所所长。 曾先后研制出胆石康、 多血康、风湿清等系列藏药。承担了国家中医药管理局文献 整理项目《名医精粹选集》《藏医精要饰花集》、 中国藏学研究中心《传统藏药配方大全》 等项目；组织参与编写的措如·才朗大师的《四部医典大详解》 ，全书分为6册 ，约380万字， 附图200幅 ，成为藏医药界在教材改革和资料建设中具有权威性的巨著 ，对藏医药学的普及和 发展起到了重要的推动作用。索朗其美以大量传统验方、秘方及措如·才朗大师的三百余种传 统藏药秘方、验方为基础 ，依托现代医药学研究开发 ，拓宽了传统藏药医学发展的途径。发 表专著《藏医基因图》 ，负责编辑《藏医药教育与研究》杂志。
