男 ，赫哲族 ，1955年生 ，黑龙江饶河人。第一批国家级非物质文化遗产项目桦树皮制作技艺 代表性传承人。付占祥1982年开始拜师学艺 ，从最初的学习模仿到如今的开拓创新 ，他已经 在这一领域工作了二十多年。 为了扩大桦树皮产品的受众面 ，他改进传统技艺 ，并生产出符 合现代人们审美需要的新产品。与此同时 ，他还创新发展了桦树皮刻画、 烫画等几类产品。 许多民族博物馆专门在他这里定做了大量的桦皮船、桦皮箱等传统生产生活用具。付占祥曾 获 “省级优秀文化站长”荣誉称号 ， 目前带徒弟一人。
