男 ，布依族 ，1942年生 ，贵州贵阳人。第一批国家级非物质文化遗产项目皮纸制作技艺代表 性传承人。 罗氏家族至今已有二百多年的造纸历史 ，是村子里造纸历史最长、威望最高的家 族。 罗守全是罗氏家族的第三代传人 ，他12岁开始跟随父亲到造纸作坊观看并学习土法造 纸 ，15岁时帮着父亲打杂 ，20岁时掌握了全部的造纸技艺 ，能够独立造纸。造纸需经72道工 序 ，其中很多细碎的工序全凭造纸师傅的经验来判断。 罗守全造的土纸 ，略带竹香 ，纸张均 匀平整 ，纤维细腻。他仍然遵循祖上土法造纸技艺传男不传女的规矩 ， 目前只将这项技艺传 给了自己的儿子。
